The person who has or sufferes from Stockholm Syndrome, do they need to seek professional help? How bad can it be?

Speaking with a professional, in my opinion, is always helpful as long as you can afford it. However, it also depends on the severity of the situation. You're, of course, welcome to reach out here for basic advice.

Any psychological issue is a difficult one, and I would suggest reading up on the matter before deciding. I suppose it depends on the severity of the situation that person was in.

You can read a little bit about it on the links below, but I would advise reading something from a site which is accredited, rather than discussions on the internet.

It is regarded as a form of PTSD, so there are no real one size fits all answers to this issue

This syndrome isn’t something to be played with if you’re doing it for kink purposes. I have experience in that and it can be used for very negative and abusive purposes. 
 

Do you plan on delving into this at all or providing any more information ? It’s hard to give solid advice when you’re not given much to work with.

Don't fuck around with this, it's dangerous. Anybody with this, should seek professional counseling asap.
