It typically means the person is underage and isn't supposed to be here.

I can't put the words minor or underage in the alerts because alerts show up in internet searches and we do not want anyone seeing those terms associated with us.

I was curious about the message being so cryptic.

With so little info, someone who has been communicating with them might reach our to ask them what happened.

If I may suggest, maybe it would curtail questions if you added "they have been removed from the site because they aren't legally allowed to be here."

That would not include any words that would flag but would, almost certainly, clue everyone in as to what the issue is.
