Many tattoo artists have facebook or instagram pages. You could communicate with them over there first, talk about the things you have in mind and if they can give you some idea, let them know that you are really interested. Do not complicate much, those things you can speak them by Internet too, just make sure that they have many online jobs and their comments are positive.
