If he's never there, maybe you should start asking yourself why that's the case instead of how to deal with it?

He should be making time for you. I read on another post that he's texting you one minute and then completely gone the next. Ask him to make more time for you as I'm sure (if he's not insanely busy) he can set aside time to just send you a quick text to tell you he's busy. It only takes a few seconds to send a message to someone.
